This book presents an ethnographic study of policy-making in two different Norwegian municipalities, where the author analyses the straregies and tactics employed by both local politicians and bureaucrats. Through an interdisicplinary approach, the book explores the relationship between the central concepts of <i>government</i> and of <i>governance</i>.
